We have been talking to Snowflake support about this problem and they say that they can now replicate the issue, and that it can be remedied by setting (or adding) a registry setting, HKLM\SOFTWARE\Snowflake\Driver\EnablePidLogFileNames to "true". It needs to be a string (REG_SZ) value.
