how to split line?

I think the surface was splitted in that location. and now you have supressed it as it shows blue color.

You cannot delete that line; it will not cause any issue in meshing.

You can go ahead and mesh the surface.

If you are trying to the delete the surface above the perpendicular surface, I would split that surface by plane at the top of the perpendicular surface and then delete it.
