Choosing the right element as torque input

In this circuit, I intend to rotate the bldc generator shaft with the desired values

For this purpose, I used the element in the picture, which is a load with an external controller.

The torque on the shaft reaches the desired values, but the speed of the shaft becomes extremely unstable and fluctuating. What is the solution to this problem or what other element can I use?
