Network License server not working

We recently renewed our Adademic license for Altair and we were provided with a new network license to provide for use of the product in our campus labs. Nothing has changed on the server side of things…..same MAC etc and I've verified that the new license matches what we had for that info from last year. Clients worked up until we swapped licenses. Initially I didn't upgrade the license manager (was still using 15.X), so I grabbed the new 2025 version and installed that after removing the old one. The service runs, but the clients are unable to connect. Following are some screen shots of the manager indicating that there are no license servers available, as well as an LMX_NETWORK_DENY error.

The log file doesn't indicate any errors other than one on reporting tools which were not installed as part of this process as the server does not have internet access.

Again, everything was working fine until the upgrade with the new network license file. Same port, no changes to firewall etc. What I find troubling is that while the service starts, it doesn't seem to recognize itself as the host as I'd expect to see the license features listed. The only other thing worth mentioning is that this server is 2016, but I didn't find any information or documentation to suggest it required a newer OS. Help would be appreciated
