When I open this H3D file, the block is penetrating like this, and I don't know what to fix.

Please help me

You can refer to the document attached in the link bellow, to troubleshoot OptiStruct Nonlinear Convergence Issues:

Here are a few things to look at:

Contact group 3 was not set as S2S. Changing it to S2S may be helpful.
Select CONTF in the output request to get contact outputs in h3d file is helpful to understand the problem.
It looks like these FREEZE contacts are penalty based. Because the rubber material is very soft at the beginning, the contact stiffness may be too low. You may try changing the contacts to TIE contacts, and set TIE=MPC in the CONTPRM card. This will make TIE contacts using MPC based approach.
