Adding an impedance sheet to model a metasurface

Hi,

I'm trying to validate the results I found in a paper that purposed using a metasurface which had a surface impedance calculated as a function of x and y to be:  164 + 37.7*real(exp(j*2*pi*17e9*xeff/3e8+j*70*pi/180)*(exp(-j*70*pi/180/.003*sqrt(xeff^2+yeff^2)))');

I see how FEKO can make an Impedance sheet of constant impedance but is there anyway to simulate this type of impedance sheet?
