FEM for such a case would be an inefficient solution. But if you insist...
Assuming it is a fully enclosed PEC object then you must surround the object with a "fake" dielectric. In the image below, the yellow is the original object and the blue is "air" dielectric with permittivity of 1. All regions set to FEM.

This could happen when you have fully enclosed FEM region and the source is outside the region, for example a PEC cube where the region is set to be solved with FEM and the source is a plane wave.
