Please specify the type of dynamic analysis you are performing (like crash, bird strike, fan blade out...ets).

If you are interested in doing Explicit analysis my suggestion is use RADIOSS.
i am not sure but if time period of loading is too short and magnitude is high then what is need to be done ?
time of loading is in millisecond
bulk vs block format ? and what is different block format mean ?
RADIOSS bulk is used for implicit analysis whereas RADIOSS Block is used for explicit analysis.
In the latest versions there is no RADIOSS bulk and all implicit is under OptiStruct.
Different block formats (110,120,130,140,2017) shows the respective HyperWorks version.
How to decide when to use 110,100,90 etc ?
Choose it based on the HyperWorks version your are using. If HyperWorks 11, then choose Block110.
I recommend you to download and install the latest HyperWorks version from http://www.altairuniversity.com/free-hyperworks-2017-student-edition/

It is possible to perform nonlinear transient analysis in RADIOSS. You can impose displacement on to the component with the curve.

I want to apply load in force vs time
You can use Concentrated Loads (/CLOAD) load collector where you can define Force v/s Time function.
The beam is fixed and force vs time plot is given how to do its transient analysis with other end fix and load applied as shown in figure

10000 newton is the max load applied and applied up to 50 millisecond

Yes, you can apply.

how to apply time varying moment in Radioss ?
Moment can be applied by selecting the concentrated load from the BCs Manager and selecting the direction plane (XX, YY or ZZ).
