I don't see type = user-function in HyperWorks CFD or SimLab. You can define constant, then manually edit the input file after exporting from the GUI.

After click on create new, you can select user fucntion option:

Looks like that's a user function for a Multiplier Function. I don't see type = User Function for the conductivity for a new material. (Not everything is supported in the GUI yet...)
