    Jon,

You can make a closed surface with Skin by selecting the first curve again during the creation phase or by using the 'insert' option to insert the same curve twice. This will not give the same result as loft because you cannot control continuity between edges with Skin.

Loft is a better tool to use and we are most likely going to phase out skin since it is a non-parasolid based legacy tool.

Ouch ... of course Skin can do closed surfaces.
For some reason however Evo doesn't do order 3 periodic Skins ( Rhino does ).
It does do them however in Spline mode.
In regular mode you need at least 4 input curves ( not the first one twice ).

To the Tech-team : You have done a fantastic and much admired job of advancing
the Software ,but please talk to some serious Surface modellers and control point sculptors
    before discarding legacy tools.
There are serious reasons for keeping them ,unless replaced by other control functions.
( I might elaborate on that in a different post )
The Loft in the file is a closed but not periodic surface.
Compare the CV-structure of both ( see attached screen-shot )
Which one do you think would be better for subsequent CV-sculpting ?
Periodic Surfaces are invaluable for irregular shapes that cannot be built
    in halves and mirrored.
