A suitable workaround could be a cylindrical coordinate system and the translate panel: If you have a cylindrical coordinate system and select the local 'y-axis' (which is the tangential direction in a cylindrical coordinate system) in the translate panel, you basically do a rotation about the local 'z-axis'.
