Since you know the max stress value, you can use that value as a constraint (use upperbound to constraint stress) and define your Objective as Minimize Mass.

So do I have to create only one response i.e. static stress?

You need to create two responses. One to minimize mass and one to constrain stress.

Optimization is new to me and while solving an error is displayed as mentioned 
 OPTIMIZATION HAS CONVERGED.
  
 INFEASIBLE DESIGN (AT LEAST ONE CONSTRAINT VIOLATED).
