If you are referring to "Planar multilayer substrates" (planar greens functions) in CADFEKO, the answer is no. The Characteristic Modes are calculated based on the MoM Impedance Matrix, which gets its entries from meshed geometry. The planar multilayer substrates are calculated without mesh, which is what makes them so extremely fast.
In other words: Characteristic Modes can only be calculated for finite geometry:
