EDEM is looking for a license at 'localhost' and the license server or location needs to be specified.
If you have a Altair managed license you can configure it via:
However if you have an on-premise license server or a license file you can set this via:
Note that if you have an on-premise license server you can also connect to this by specifying the '—server servername' flag when starting EDEM. E.g.
"C:\Program Files\Altair\2025\EDEM\bin\edem.exe" —server servername
-S --server <string> Set the license server to the specified string for this instance of EDEM.
Note: You can set the server permanently using the environment variable ALTAIR_LICENSE_SERVER. e.g. "set ALTAIR_LICENSE_SERVER=6200@servername".

In addition to Stephene Cole Comments, I would suggest please check with your account Manager that you have access to EDEM or not.
Looks like you don't have EDEM feature in the license file
