TCL usage

from version 14, hypermesh creates command.tcl (automatically), earlier versions do command.cmf

I was trying to use the TCL command. But when i read the help it stated to use the command.tcl file. Can Anyone tell me how is this file created. (I am unable to find it in current working directory)

Is there such an option that will block such creation or enable the .TCL file. Because   I am using a student version BLOCK 120 Radioss and my friend uses full version 2017 but his system doesn't generate the .TCL file.
