How to determine the compliance for a given problem and what value of minimum/maximum compliance must be used as design constraint during optimization?

You can do a test run and the compliance will be printed to the .out file.
A general practice is to reduce the compliance (minimize compliance as objective) is followed.

Is it fine to use compliance as design constraint? If yes, how to select a specific value of 'minimum compliance' as constraint?
If no, kindly suggest other parameters that can be use as design constraint for a problem where stress is our major interest?

The best way is to have the objective as Minimize compliance and constraint on wither volume fraction or mass fraction.
It is time taking process to calculate the compliance matrix and use the minimum.
If you want to figure out a concept for your design the use the first approach which is

I understood your point. But, when stress is a key limit to the design, as I don't want the maximum stress to be greater than 'FOS*yield strength' , how to satisfy this condition during topology optimization?
How can I determine the limit for either volume fraction or mass fraction that would also satisfy stress limits?

You can add a stress constraint on dtpl card. But this is a global variable.
