"Target Open failed" trying to download to Launchpad

When I try to download the simple LED blink example to the Launchpad, I get 'Target Open failed'. What gives?

    Joe, sounds like you need to put SW1.3 in the ON position for F28027 and F28069M Launchpads to enable JTAG communication. They ship from the factory setup for serial comms over the USB.
