Transferring Licenses between PC's

Howdy. I first want to say that I have almost no experience with the software other than once a year renewing the licenses for my boss. He has 2 licenses on 2 different PC's, one of which he doesn't really use. So we're trying to move that license to a new user who would help him in whatever it is altair/monarch does. Is there an easy way to transfer that license and get the new user setup? Thanks in advance
