No contact in RBE2 shell element and solid element

I am trying a rigid body contact with elastic material.

And rigid body is shell, elastic material is solid.

I have tried it contact but it still penetration.

Where I need to plus in my model.

What unit system you are following? Try following mm,tonne system in your model.
