Washer creation using rebuild with 2d circle hole recognition

I have been lately experiencing issues that the rebuild function does not create the washer split around 2D holes anymore.

I have used this function often and found it very useful but irregardless of my hole size there has been more failure than success when using it recently.

If anybody can share some light on the matter I would be truly grateful.
