Why didn't the bead height of the final design reach set value?

Hi all,

I do a topography optimization for a flat plate. The bead height was defined as 4mm. However, for the final optimization design, the bead height was found to be only 2.568mm, smaller than the defined value 4mm. How to understand this phenomenon? And how to solve this problem? The .fem file is attached.
