If critical damping is the quickest to return the system to initial position without oscillation, why don't we use critical damping everywhere?

Different applications need different damping characteristics.

A speedometer is a critically damped instrument which returns to zero at a faster rate and an auto-closing door is a heavily damped which closes slowly.

    Imagine the other way.
