I requested a student account to get the free PSIM license, but it asks me to buy it; the download option and the license option don't appear.

Your account is verified for student edition use. Detailed software installation and student license activation instructions are available here: https://community.altair.com/discussion/34207/instructions-to-access-the-free-altair-student-edition-now-in-altair-one#latest. Please ensure that you log out and log back into your Altair One account after license activation to download the software.
