I want to calc damage in model as per IEC 61373 with Random Response Analysis in Hyperlife , the specification doesn't show IEC 61373.
Which HL version are you using?

But how do I do it, I don't understand the interface, I have run a Random vibration file now I want to calculate damage for it, some of the things are confusing
Your input should consist of FRF stresses (FRF Analysis Results). The Random Response analysis will then be performed in HyperLife Weld Certification by inputting the PSD signal and the exposure time into the Load Map.
You can follow the procedure described in the tutorial below if you want to mark welds for fatigue simulation:

If you want to perform fatigue only in the unwelded part, you can proceed with the material selection and the loadmap creation as in HL basic interface. In that case in the run options, Evaluation Domain, you will have to select unwelded evaluation.

And also to create S-N curve for steels i don't have stress values at 1 of 1000 cycles, If i try using slope as per eurocode or IEC 61373 they m1 and m2 are 3 and 5, but here it says b1 should be less than 0, the curve and values as per standrad they dont match with curves in hyperlife can i get the curve for SS304 and how did you define that,
As per my calc per EuroCode 1993-1-9 detail category 160 for 1E7 cycles my fatigue limit is 117.96 MPa
