Altair Inspire Installation Issue - Python Package Not Installing

Upon installing Altair Inspire (Student Edition) I keep getting faced with an error regarding the installation of a Python 3.10.18_12 package. I even tried adding it to the downloads folder (since it was trying to retrieve the package from C://Downloads) but that didn't work either.

It's especially even more frustrating because I am borrowing a student laptop from my university and everytime I need to install software onto my computer I have to go all the way to the IT office to get admin permissions to install programs. I'm not sure if this installation error has to do with a firewall issue with my university wifi or what.

Have you found a solution to this? I have faced the same issue. I don't think network was the issue because I have tried to use mobile network and this error still occured.
