Is there a way to write a TCL script that publishes all hyperworks windows to a powerpoint template? Thank you!

For this type of operation, it is common to use the Report tool to create a Presentation Report which can be saved as a Template and used to write views or data out to a PPT format.
After creating this Template, you can then create the report in Batch Mode.
