I have created 3 parts, an inner cube (air) and an outer cube (water), which are separated by a shell of Johnson Cook constitutive model.
The shape of the shell is consistent with the outer contour of the air part. I have not enabled the failure model, but once the calculation starts, the outer water will directly leak into the air domain without the shell deforming. Why is this? I have uploaded my project file in the attachment

Additional note: I used equivalence to connect the air mesh and the water mesh. Is this the reason why the liquid passes through the shell? I would like to ask how to define two law51 liquid parts in radioss to contact each other?by

Take a look on the contact TYPE 18, the secondary set is missing, use GRBRIC instead of GRNODE. There is an example on Radioss help that uses interface TYPE 18 and give some tips about MAT LAW51, it might be helpful for your model:
