I have got the student license key and downloaded SLC and workbench. And I followed the 4 steps to activate the key in license utility. But I am not see the run button in workbench.

In the subwindow "SLC Servers" do you see both "Local Server" and "Local"?
Does "Local Server" show with a red "X" marker against it?
There is no item shown in the subwindow "SLC Servers".
No X shown in the local server
It seems like SLC and Workbench are both installed, but Workbench does not find SLC as it should.
Maybe try uninstalling WB and then reinstalling WB. (No need to reinstall SLC.)
I tried over 10 times to reinstall everything but it’s still not working. When I clicked view license in help menu, there’s an error message shown “There is no local server from which to get the licence information”
Have a look at this post which describes how to tell Workbench where to find SLC. You might try adding this -D line to your workbench.ini file to help it out.
I followed your suggestion to add one more line on workbench.ini and it is still not working.
There is a message showing 'No hub connection configuration'.
