How to deactivate a license used on a laptop before format?

I did a format on my laptop and now neither can i activate my license, nor deactivate it. On the first case it gives an error that sais that the license was already activated using different HostIDs, on the other case, when trying to deactivate it from the same laptop it sais that the license is not found. Please help.

You can use the free student edition license key for current and future versions, including 2024.1

Your previous license key activation is now deactivated in Altair one, you can now reactivate the product in your machine with the same license key.

Deactivation and reactivation feature is only if a computer breaks down and is only allowed a few times per user.
