There are no native operators for this (assuming you want to use them for machine learning) but it could be handled with many of the third party APIs for either transcribing audio or doing multimedia encoding analysis on audio clips.

Sure, one popular service for audio transcription is AWS Transcribe:
https://aws.amazon.com/transcribe/
If you Google it, there are many others. Anyone that uses a standard API can be set up to work with a RapidMiner process.
