Start without friction and check the convergence,
If you have small initial penetration, use Inacti 3 or 4 and Stfac of 0.8 to start with.

Could you please tell me how to determine STFAC for this contact after starting with 0.8?
Stfac is used to increase the initial interface stiffness and Stfac can be any number. But any number higher than 1 will reduce the timestep.
Keeping that in mind, I usually start with 0.7 or 0.8.
