hi , Im trying to simulate brake which has brake liner small and little critical in geometry too. I meshed it with smaller element size 0.5mm . But for 1E-7 timestep all the elements in brake liner are failing.

Suggest me : Can i use mass scaling ??

or   i dont have to use mass scaling and wait solver to slow slowly since i want accurate result for brake line

It depends. You can use mass scaling, but the mass increase should generally be smaller than 5% and you need to verify afterwards that the results are not influenced significantly by it. On the other hand, you can optimise your mesh and try to increase the allowable time step. A single element can bring down your time step, so you need to be careful. On the other hand, if you have enough time, you can just let it run as is.
