Is it possible to create custom R model operator for use inside of a validation operator, like Sliding Window Validation?

Yes it is possible - you could modify this example at http://rapidminernotes.blogspot.co.uk/2011/06/counting-clusters-part-r.html where R is used to calculate cluster validity indices.
