How can we define contact between two surface if we know the bonding strength value in N/mm between them?

For entering stiffness in this case it will be normal stiffness or transverse stiffness ( My notion is that it should be transverse stiffness. If yes,should it be defined as u1*normal stiffness? [here u being static friction coeff.])
