DSHUFFLE issues with stacking order not respecting constraints

In general, we do not recommend SHUFFLING with DSHUFFLE anymore, the two main alternatives are to either define the stacking sequence by hand or to introduce BALANCE constraints on the DCOMP design variable instead.
