In seat belt anchorage test, if I want to see the drop in load when a structural failure is observed, what should be the approach? How should the load be applied: CLOAD or Imposed displacement?

It is almost always better to impose displacement and measure the reaction force in RBODY or spring

This way, the 'load' (displacement) is definite and well controlled/defined

If you define a load vs time, typically this will be 'noisier', and when failure does occur, the model will become unstable as their is no longer a structure able to react the requested load

Be careful with setting the model going too, use /FUNCT_SMOOTH for the IMPDISP card function as with a linear displacement vs time you are still accelerating to a constant velocity in the first cycle
