Specifically, does Dynamic LES use a wall function?

I would guess that the answer is no, due to but I would like to clarify this by asking directly.

I believe with LES (and DES) we would typically recommend using running-average-wall-function, where the wall function is based on the running average solution versus the instantaneous solution.  This requires the activation of running average and number of steps to use for the running average in the main setup (EQUATION command in the input file).
