For Q1: 

You can use MODCHG for that but it is mandatory to run a Nonlinear Static analysis. With this card you can activate/deactivate a contact, group of elements or rigids. For Q2: 

MODCHG works only for contacts during optimization, and not for elements. In this case, you may want to try the Subcase Specific Modeling feature: https://2022.help.altair.com/2022.1/hwsolvers/os/topics/solvers/os/subcase_specific_modeling_r.htm#subcase_specific_modeling_r
