How does ShapeBreakStats work?

I understand the descriptions of:

ShapeBreakStats[0]: The number of buckled bonds associated with the particle.

ShapeBreakStats[1]: The number of broken bonds associated with the particle.

But if this data is exported as a total and there was a number of 40 at some point in time, that does not mean that there are 40 broken bonds correct? My understanding was that one broken bond would lead to a total value of two since there are two individual particles with one broken bond each. But then I saw some odd values and got more confused.
