Can Radioss read Encrypted LSDyna model?

I use LSDyna and our LSDyna material models are encrypted using Dyna Code. A customer using Radioss asked to convert LSDyna material card into Radioss using HyperMesh and then send Encrypted material. I do not use Radioss and don't have access to it. If I encrypted the converted Radioss material card using LSDyna code, can Radioss read it? if not, is there any way to encrypt it into Radioss format without having access to Radioss?

No, Radioss uses a different encryption methodology, You would need to have access to the unencrypted Dyna material to start with in order to convert it, if all you have is encrypted Dyna data, you can't convert it.

If you have access to HyperCrash or HyperMesh, and the unencryped Dyna material, then you can convert it to Radioss and encrypt it for Radioss in either of those tools

Process for HM, is go to 'convert' in file menu, and convert to Radioss, then in Solver Browser, select material(s) to encrypt, right click and select encrypt, you can then right click on Encryption ID and create one

once you export the radioss deck, you can check in the text file and see the mat data is encrypted

Not normally, no, it isn't a feature of the encryption itself. The only thing similar is that there is a version of the encryption that can be linked to license features, so e.g. safety models (test dummy models) can be restricted to licensed users by their vendors, this would limit time of use by the license key. But it isn't available to end users.

If you want to offer a model like that, then you would need to discuss it at a commercial partner level I guess.
