Can't mesh holes with washers

hello support.

I am trying to do part meshing.

This is a part with holes, but the mesh created without washer mesh around the hole.

on earlier versions (Hypermesh 2019) I used to do midsurface -> auto cleanup, define the parameters for the washer and then mesh the midsurface.

In the Hyperworks 2021 I tried Mesh -> Param -> define the parameters and -> midmesh -> automatic.

It seem that it dose not matter what parameters I use, all meshes looks the same, and without washers mesh.

please advice.
