frame rate for screen capture "video to file"?

Could anyone advise how to adjust the frame rate for screen capture "Video to File"?

    Hi Steven,

    You can adjust the frame rate for AVI and GIF by going to Files > Preferences > Common > Capture > Frame rate (fps) as shown in the attached image.

    it seems to be easier for this adjustment in 2017 version.
