Why not realistic optimization results - Topology

Dear Users, 

I have performed a frequency based topology optimization simulation. 
Here in my case the picture below is with ISO=0.22, I sometimes find the design space get detached from the non-design space. 
My objective was attained, but it seems the last iterations results will not provide the expected frequency targets.

eg:

I was expecting some material to connect the center area.
