The calculation of κ in the Electrostatics Model

I tried to estimate the value of k, but there is a big difference between the calculated value and the particle electrostatic force derived from the simulation. I am confused about the meaning of "The last term is the local charge concentration (where n is the number of particles of charge z)".

For a testing case containing one large particle (radius 0.5 mm; charge: 2e-11 C) and 5 small particles (radius 0.2 mm; charge: -5e-12 C), the screening distance is 10Rmin, how to calculate the values of n and z ?
