How to use batchmesher to apply washer on a 3d hole

Hi,I'm working on a model that need to apply washer on 3d holes,I'm considering use batchmesher,but I can only apply washer on 2d holes after my try.Even with only selecting a surface on a soild with hole,the washer doesn't apply on the surface.Can batchmesher apply washer on a 3d hole?

Hi,it's tetra.Problem is I'm just trying to apply tri mesh on a surface which is on the soild and the washer didn't show up,but it works when I separate the surface from the soild and mesh on the surfcae which is not connected with the soild.

For tetra mesh, using meshcontrols is recommended : (3D Tetra Meshing - 2min18)
Please find attached a movie where global automatic detection is made and local with manual selection.
