Hello,
"Remove Hole" tool will work only on CAD (Parasolid) model and mesh model. Since you have a CATIA model, generate surface mesh first and then remove the hole in the mesh model. Please refer the attached video.

As an alternative, you can translate you CAD geometry into parasolid while importing. This will allow you to edit the CAD.
