I get license error when I post process in "OSSmooth geometry"

i don't know exactly what is causing this issue, but i would guess that 'ossmooth' is calling an external OptiStruct routine, and because the student edition doesn't allow external calls, it is failing. But this is just a guess.

it is hard.
You would probably need to go through some back and forth.
you could use HyperView, and filter elements 'by contour', and hide elements with density below certain threshould, and then export only the elements after that.
With the elements exported, you could go back to HyperMesh and use the 'Shrink Wrap' and later 'surfaces form FE' to generate a surface.
Other option is to take the resultant mesh to Inspire and use the PolyNURBS feature to build a geometry.
