Error : Could not load twapi64

Hi,
i have a problem with HyperWorks 2017(Student version). When i'm trying to select material in property card the application error shows up. It's says 'Could not load twapi64.dll'. I've already delete setting files and reinstall program but unfortunately it didn't help. In the attachment there is list od errors that program showed.

twapi64.dll is part of the tcl installation.

Can you verify whether the installation has completed successfully? (sometimes antivirus can interrupt the installation)

It would normally be located here:

Check whether you have this file in the below location

<altairHWinstalldirectory>\hw\tcl\tcl8.5.9\win64\lib\twapi-3.1.18\twapi64.dll

I Am currently getting the same issue and have verified that the file is there
