I have a circuit with CMOS logic gates, how do I define the power supplies so that the output of my NAND gate and D FF is 15V not a '1'?

All the logic elements in PSIM library have the output of 0 (logic low) and 1 (logic high).

To make the output level at 15V, you may simply add a proportional block with a gain of 15.
