I am trying to include Cut-in wind speed in wind tubine modeling in PSIM.Couled anyone help me?Thank You

In the examples folder please go to examples\renewable energy\wind power.
You'll find an example call 'wind turbine output power', if you change the wind speed applied to a variable wind speed you'll see that the wind turbine will 'cut-in' at 7.3 m/s. The 'cut-in' speed is dependant on the torque load if you decrease the constant torque load you will observe a lower cu-tin speed. I attach the file I was working with.
